Violeta Bulc, MSc takes over GODC

Ljubljana, 19 September 2014 – Yesterday the Assembly of the Republic of Slovenia appointed the Ministers of the 12th Slovenian Government lead by Miro Cerar. Today Andreja Kert, who headed the Government Office for Development and European Cohesion Policy (GODC) thus far, handed over the office to Violeta Bulc, MSc – the Minister without Portfolio responsible for Development, Strategic Projects and Cohesion. The new Minister shall act as the head of the Government Office for Development and European Cohesion Policy.     

  

Andreja Kert wished Violeta Bulc, MSc a lot of enthusiasm in her work as well as political wisdom and success in heading GODC. She said that the Government Office still needs to face a lot of challenges but underlined that the Office has managed to make quite a lot of progress during the six months when she acted as its head, namely:


- The adoption of the Partnership Agreement by the Government of the Republic of Slovenia at its 68th regular session on 28 July 2014 which was submitted to the European Commission for final coordination. The Government of the Republic of Slovenia took note of the Operational Programme for the Implementation of the EU Cohesion Policy in the period 2014-2020. The programme was submitted to the European Commission for formal inter-service coordination on 12 May 2014.
- A positive net budget surplus in the amount of EUR 152,198,093 in relation to the EU budget in the first seven months of 2014 (last available data from the Ministry of Finance).   
- Accelerated implementation of all three operational programmes. In 2014 (from 1 January 2014 to 31 July 2014), the Republic of Slovenia paid EUR 358 million from the budget while it paid only EUR 201 million in the same period last year. This represents a 150-percent realisation in comparison to the same period in 2013. Despite the summer facing abundant rainfall, significant progress was made in the area of construction investments, mainly in projects of environmental and transport infrastructure. Progress is also observed in the positive macroeconomic indicators with the construction sector gaining a new kick-start which contributed to GDP growth this year.
- Successful transfer of all transnational programmes from the Ministry of Infrastructure and Spatial Planning to GODC. With its decision of 19 June 2014, the Government appointed GODC as the national coordinator for European Territorial Cooperation programmes and the national authority of all transnational and interregional programmes.
- Signed agreements on cooperation in transnational programmes Central Europe 2014-2020, the Alps and the Mediterranean. On 19 June 2014 the Government took note of the substantive, organisational and financial elements of the transnational and interregional cooperation programmes and made a decision for GODC, acting as the national authority, to conclude a cooperation agreement for the the 2014-2020 programming period.
- Adoption of the decision that GODC shall have the leading role in the management of the Adriatic-Ionian transnational programme with the aim of strengthening the institutional capacity of the Adriatic-Ionian macro-region and activities relating to the development of projects within this geographical area.
- Successful negotiations to act as the Managing Authority for the cross-border programme Slovenia-Austria 2014-2020 and Slovenia-Hungary 2014-2020. Slovenia is also competing to act as the Managing Authority for other cross-border programmes.
- Smart specialisation strategy – the already published strategy has been coordinated at the inter-ministerial level. The strategy is now available to the general public to present comments and amendments.
- Establishment of the information system (e-MA): intensive activities for the establishment of a new and unified information system to support the absorption of EU funds in the period 2014-2020 are underway.

 

Andreja Kert said that the new Minister has set ambitious goals which she is confident the Minister will successfully realise, further develop and upgrade in the direction of a faster development of Slovenia, namely with the help of everyone employed at the Government Office. Minister Violet Bulc, MSc thanked Andreja Kert for the nice reception and orientations during the past few days. The Minister stressed that she will, inter alia, strive to boost competitiveness and innovation in Slovenia and create conditions to enhance the added value, to maximise EU funds absorption and launch strategic projects, identified under the coalition agreement.
